From what I saw based off the Taobao storefront, Eieyomi is a cosplay brand that also happens to sell "Lolita" pieces.... which gives you a tell on the expected fabric quality you'll get from their products.
The blouse is tolerable, it definitely feels like the cheap polyester they use for cosplay, but it's not unbearable on the skin. I'm personally not a fan of the glittery ruffle trim that lines the collar, blouse, and cuffs. Otherwise it looks fine for a budget blouse.
